Ukraine latest as at least 22 people have been killed in a Russian missile strike in central Ukraine; Moscow accuses the UK and US of 'hybrid warfare' after training Ukrainian troops; breakthrough at grain export talks described as a "critical step forward".

Moving video footage of the last moments of a four-year-old girl  killed in a Russian missile strike on central Ukraine has been released.

Ukraine's Ministry of Defence tweeted a video of Lisa Dmitrieva who was at the epicentre of the shelling in Vinnytsia.

The number of people killed by a Russian missile strike in central Ukraine continues to rise.

At least 23 people have lost their live and more than 100 have been injured, Ukrainian authorities said.

The country's president Volodymyr Zelenskyy suggested the attack was deliberately aimed at civilians and branded it "an open act of terrorism" against civilians in locations without military value.

Officials said Kalibr cruise missiles fired from a Russian submarine in the Black Sea struck civilian buildings in Vinnytsia, which is 268 kilometres (167 miles) south-west of the capital Kyiv.

Andrei Kelin told Sky's Dermot Murnaghan that UK-supplied weapons are now being used to shell civilians in the Donbas region of eastern Ukraine.

He said: "The conflict will end and… may end pretty soon because… the UK will understand that there is no possibility to win over Russia.

"The conflict will be prolonged if the UK will continue to supply arms, which are now being used also for shelling cities and civilian people in Donbas and in other areas.

"And the more the UK will send weapons, the longer Ukrainian… authorities [will] continue the conflict."

Earlier we reported that at least 20 people had been killed after a missile strike in Vinnytsia.

Ukrainian officials now say the missiles killed at least 22 people and wounded more than 100.

Police said three missiles hit an office building and damaged nearby residential buildings.

The strike ignited a fire that expanded to engulf 50 cars in an adjacent car park, leaving dozens injured. 

The city is located 268km south-west of the capital Kyiv.

Russia has not officially confirmed the strike.

The mayor of Kyiv has said the Russian missile strike in Vinnytsia, which has killed at least 20 people, is "proof that Russia will not stop its barbarism".

In a Telegram message Vitali Klitschko wrote:

"Russian terrorists are furiously continuing to commit genocide against peaceful Ukrainians. Today's scary footage from Vinnytsia is proof that Russia will not stop in its barbarism.

"Only devastating sanctions against the aggressor, no appeasement! Only modern and powerful weapons for Ukraine. And the unity of the position of the civilized world, which does not want to be destroyed by bloody savages."

His comments echo an earlier message from President Zelenskyy wrote on Telegram.

He said: "What is this, if not an open act of terrorism?"

Seven-year-old figure skater Gosha Mandziuk fled Ukraine and arrived in Bristol in May.

Gosha competed nationally back at home and trained six days a week, but the conflict meant he struggled to keep up his practice.

The ice skating community has rallied to support him, including US pro-skater Matt Evers, who has performed in every series of Dancing On Ice.

Western countries need to consider establishing a special tribunal to try war crimes committed in Ukraine to prevent them from going unpunished, the Dutch foreign minister said on Thursday.

Wopke Hoekstra's comments follow an international conference on the possibilities of prosecuting war crimes in Ukraine.

Mr Hoesktra continued: "There are merits to look into this, the way I understand it, we have to fill the vacuum. The International Criminal Court doesn't have jurisdiction.

"So I can imagine we do look into coming up with such a tribunal. It will probably not be easy, but we will seek to help Ukraine where we can."

Kyiv's top prosecutor Iryna Venediktova said Ukraine had already started prosecutions of 127 war crimes suspects.

Since the war began Russian forces have bombed Ukrainian cities to ruins and left behind bodies in the streets of towns and villages they occupied.

Ukraine says tens of thousands of civilians have died but Moscow denies targeting them. 

Today, the UK announced a £2.5m package to assist Ukraine with investigating war crimes, including conflict-related sexual violence.

Ukrainian pop singer Roxolana has said "part of her team" were killed and injured in the Russian missile attack in the central city of Vinnytsia.

Officials say at least 20 people have been killed and dozens injured after three missiles hit an office building and damaged a nearby residential building. 

On Instagram, the star said: "Zhenya is dead.  Andrew is in serious condition and continues to fight for his life in the operating room.

The missile strike ignited a fire that expanded to engulf 50 cars in an adjacent car park.

Roxolana said: "We pray for their lives and the lives of all who were injured today.

The singer-songwriter was a contestant on The Voice Ukraine and was due to play at a venue in Vinnytsia today.
